The following plan will assist both the Vermont Agency of Agriculture Meat and Poultry Inspection Service and its recipients in ensuring meaningful access to all programs, service, activities, and benefits to the Limited English Proficient (LEP) populations, communities and groups within Vermont. Meaningful access is considered on the basis of four factors: (1) the number and proportion of LEP persons served or encountered in the eligible service population; (2) the frequency with which LEP individuals come into contact with the program, activity, or service; (3) the nature and importance of the program, activity, or service provided by the program; and (4) the resources available to the recipient and costs.
