Request for Proposals (RFP)
The Vermont Working Lands Enterprise Board (WLEB) seeks proposals from interested, qualified individuals or firms for a complete systems analysis of the forest and wood products economy in Vermont. Qualified consultants will possess experience in sector (or cluster) analysis and stakeholder engagement, preferably in the forest and wood products sector, to undertake and execute the comprehensive analysis.
“Vermont's forests provide significant contributions to our economy and well-being,” said Department of Forests, Parks & Recreation Commissioner Michael Snyder. “A forest economy systems analysis will inform intelligent investment in support services and capital and infrastructure for working forests and forest products enterprises, thereby growing this pillar of our economy and bolstering both Vermont’s character and integrity.”
Vermont’s landscape is about 75% forested and produces some of the world’s most prized northern hardwoods. Our wood manufacturers and craftspeople have a reputation for producing some of the world’s best wood products and furniture. During the last decade much of the integral infrastructure (i.e., sawmills and kilns) has disappeared, thus creating gaps in the supply chain. Additionally, there is little connectivity between stakeholders in the various segments that comprise the supply chain.
A forestry subcommittee composed of both WLEB and sector members is developing an “asset map” that will be finalized with the chosen consultant’s team. The asset map is intended to include information on location and scale of facilities/businesses/actors within the primary and secondary industry.
The forestry subcommittee is responsible for guiding the work of this RFP. The successful contractor will work closely with and report to the subcommittee upon completion of deliverables.
WLEB is an impact investment organization whose mission is to grow the economies, cultures, and communities of Vermont's working landscape by making essential, catalytic investments in critical leverage points of the Vermont farm and forest economy, from individual enterprises to industry sectors. WLEB began operations in August, 2012 and in the fiscal 2013 budget year it awarded over $1 million in grant funds. At least $1.3 million in additional resources are being leveraged as a result of Working Lands investment.
