- Post Flooding - Technical Assistance Toolkit - There are a variety of state federal, and private or non-profit programs that may be helpful for farms affected by flooding. This resource contains a compilation of guidance, resources and contact information to support agricultural recovery from flooding.
Federal:
- Timeline and Information about Federal Flood Recovery Programs - During this challenging time, it may be helpful to keep a few things in mind. First, to be eligible for assistance, you should be prepared to prove your losses. Photographs of damages and specific descriptions of the damage/impact can help. Your insurance company or the Farm Service Agency (FSA) may want to inspect your property, so ask about related requirements before cleaning up flood damage. Second, there are many potential programs, and filing notice of loss, applying for assistance, and communication with your insurance company and/or the federal agency responsible for any applicable program is key. Third, private groups are also raising money to help with recovery and the State may have additional relief programs, so it is important to stay in touch and explore all options. Finally, low interest loans from FSA and/or the Small Business Administration (SBA) may also be available.

- Federal Disaster Unemployment Assistance - On July 14, 2023, President Biden approved Vermont’s Major Disaster Declaration request. This Declaration authorized Vermont to receive “individual assistance,” which includes Disaster Unemployment Assistance.

- NRCS Vermont Allocates $4 Million to Assist Farmers Recover from Floods | Natural Resources Conservation Service (usda.gov)
- National Disaster Recovery Assistance through EQIP
- USDA Emergency Conservation Program - The Emergency Conservation Program (ECP) helps farmers and ranchers repair damage to farmlands caused by natural disasters and put in place methods for water conservation during severe drought.
- NRCS Emergency Watershed Protection Service - The EWP Program is a recovery effort aimed at relieving imminent hazards to life and property caused by floods, fires, windstorms, and other natural disasters.
- Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program compensates eligible producers for hive loss, stored feed and grazing losses. For ELAP, producers will need to file a notice of loss within 30 days and honeybee losses within 15 days.
- Tree Assistance Program (TAP) to replant or rehabilitate eligible trees, bushes or vines lost. Eligible orchardists and nursery tree growers may be eligible for cost-share assistance. A program application must be filed within 90 days.
- Noninsured Crop Disaster Assistance Program (NAP) compliments TAP or crop insurance coverage, which covers the crop but not the plants or trees in all cases.

- Vermont Natural Resources Conservation Districts Flood Resources - Vermont's NRCD's are working closely with our communities, organizations, and government agencies to coordinate efforts and resources related to the flooding. Those in need of assistance can reach out to their local Conservation District. We are ready and available to help you address concerns, navigate available resources, and plan for a more resilient future.
